First, position the U shackle around the frame of the bike, the rear wheel, and the immovable object like a bike rack. Then place one loop of the cable on the shackle. Run the cable through the front wheel of the bike, (as well as any accessories like a helmet you may want theft deterrent for) and run the second loop back and around the shackle as well.
